PROJECT LOCATION:  The proposed project would involve approximately 2.02 miles of Stolley Park Road from Webb Road to Locust Street located in Grand Island, Hall County, Nebraska.

PURPOSE AND NEED:  The purpose of the proposed project is to reconfigure the roadway section to accommodate traffic volumes and enhance motorist and pedestrian safety, while meeting the objectives of the Federal Highway Administration's Road Diet Initiative.  The need for the project is to meet current and future traffic needs and conditions in a manner conducive to safety, durability and economy of maintenance.

SCOPE OF WORK:  THis proposed reconfiguration project would restripe and reconfigure Stolley Park Road as four lanes from Webb Road to 550 feet west of Brentwood Boulevard, five lanes from 550 feet west of Brentwood Boulevard to St. Joe Trail, and three lanes with a a 5-foot-wide multi-use shoulder on each side of Stolley Park Road from St. Joe Trail to Locust Street.  The project would also include pavement repair, diamond grinding, joint and crack sealing, pavement marking and adjustment of utility manholes and valve boxes along Stolley Park Road.

CONSTRUCTION:  The project is currently in the design state and is tentatively scheduled to begin construction in Summer 2018 and be complete by Fall 2018.

ACCOMMODATION OF TRAFFIC:  The City intends to complete the work under traffic, utilizing lane closures, allowing Stolley Park Road to stay open during construction.  Pedestrian access to sidewalks and crossings would be maintained during construction.  Access to adjacent properties would be maintained during construction but may be limited at times due to phasing requirements.

RIGHT-OF-WAY:  The proposed project would not require the acquisition of additional property rights.

POTENTIAL IMPACTS:  The project would occur within the curb limits and soil disturbance is not anticipated.  No trees would be removed as a part of the project.  There are no impacts to wetlands anticipated.  Access to the Grand Island Cemetery would be maintained via a minimum of one drive on each side of the roadway at all times.  Access to Stolley Park and the St. Joe Trail would be maintained throughout construction.

ESTIMATED COST:  On May 22, 2018 the City Council concurred with the NDOT low bid of $978,247.43 to The Diamond Engineering Company, Grand Island, NE.  The low bid was under the engineer's estimate and reduced the overall project cost from $1,820,240 to $1,351,247.  The City share of the project cost was also reduced from $364,215 to $214,654.
