On March 8, 2022 Street Improvement District No. 1266; Circle Drive, which consists of the northwest area of Stewart Place Subdivision was presented to City Council for creation.  Upon Council discussion Public Works was directed to design, bid and construct this paving and drainage improvement at City cost, rather than through the assessment district.    

On April 12, 2022, via Resolution No. 2022-97, City Council approved Amendment No. 1 in the amount of $13,045.00 with JEO Consulting Group, Inc. of Grand Island, Nebraska for the Various Drainage Projects FY22 to include Circle Drive Drainage Improvements; Project No. 2022-D-1.

On October 11, 2022, via Resolution No. 2022-280, City Council approved a contract with Elsbury Construction, LLC of Grand Island, Nebraska in the amount of $55,628.18 for the construction of Circle Drive Drainage Improvements; Project No. 2022-D-1.

On June 27, 2023, via Resolution No. 2023-156, Grand Island City Council approved the Certificate of Final Completion for Circle Drive Drainage Improvements; Project No. 2022-D-1 in the total amount of $78,403.28.
