The North Road- 13th Street to Highway 2 Roadway Improvements; Project No. 2019-P-5 is for the improvement of North Road from just north of 13th Street to Highway 2. The Engineering Division of the Public Works Department proposed a concrete curb and gutter roadway section with associated sidewalk, traffic control, drainage and all other related improvements needed to complete the project. This project was split into phase, as follows:
- Phase I- Capital Avenue to Highway 2
- Phase II- 13th Street to Capital Avenue
On March 12, 2019, via Resolution No. 2019-90, City Council approved an agreement with JEO Consulting Group for services consisting of a detailed topographic survey, geotechnical analysis, and traffic operations study of the corridor to allow for proper cost estimation. Such services will be provided on a time and expense basis not to exceed $676,820.00.
On March 24, 2020, via Resolution No. 2020-80, City Council approved Amendment No. 1 with JEO Consulting Group in the amount of $608,110.00 which included construction services for Phase I, North Road; Capital Avenue to Highway 2 and Phase II, North Road; 13th Street to Capital Avenue final design services. Such amendment resulted in a revised total agreement amount of $1,284,930.00.
On February 23, 2021, via Resolution No. 2021-34, City Council approved Amendment No. 2 with JEO Consulting Group, in the amount of $423,520.00, to the original agreement, to include construction phase services for Phase II of the project.
On March 10, 2020, via Resolution No. 2020-57, City Council awarded The Diamond Engineering Company of Grand Island, Nebraska the bid in the amount of $3,335,787.35 for North Road Paving Improvements; Project No. 2019-P-5 (Phase I) and 2019-S-8 North Road Northview Crossing and Water Main Project No. 2020-W-7.
On September 8, 2020, via Resolution No. 2020-217, City Council approved Change Order No. 1 to rectify quantities and allow for sprinkler repairs within this project. A planned water main lowering was eliminated due to actual pipe clearance in the field, adjustments were made to the storm sewer layout, with removal of two (2) manhole structures. For cost efficiencies the storm sewer profile was adjusted to convert 36" circular pipe, and sprinkler repair costs were added to the project for consistency with other roadway projects. Change Order No. 1 increased the contract amount by $14,799.00.
On January 26, 2021, via Resolution No. 2021-17, City Council approved the bid of The Diamond Engineering Company of Grand Island, Nebraska for Phase II of this project, in the amount of $3,282,035.30.
On August 10, 2021, via Resolution No. 2021-198, City Council approved Change Order No. 1, in the amount of $41,250.00, for Phase II of this project to address unsuitable soil.
On December 6, 2022, via Resolution No. 2022-343, City Council approved Change Order No. 2, in the amount of $47,179.60, for Phase II of this project to rectify quantities and account for additional work necessary to establish grass in the project area.
On December 20, 2022, via Resolution No. 2022-355, Grand Island City Council approved the Certificate of Final Completion for North Road Paving Improvements; Project No. 2019-P-5 (Phase I & II) and 2019-S-8 North Road Northview Crossing and Water Main Project No. 2020-W-7 and 2020-W-11 in the total amount of $8,472,102.83.
