A master plan was established for the Old Potash Highway corridor from approximately North Road to Webb Road, including intersections to the north and south of Old Potash Highway.  The interaction between the various traffic features is complex, which made it necessary to create an overall master plan to ensure that the individual projects function together and address other safety issues in these areas.  This plan included widening and reconfiguring Old Potash Highway, signal and geometric improvements at each intersection, access management throughout the corridor, and improvements to the north and south of the Old Potash Highway corridor.  Improvements were needed to allow the corridor to safely handle the ever increasing traffic in this area.

On October 10, 2017, via Resolution No. 2017-280, City Council approved an engineering services agreement with Olsson, Inc. of Grand Island, Nebraska on a time and expense basis not to exceed $249,963.26. 

On November 20, 2018, via Resolution No. 2018-355, City Council approved Amendment No. 1 in the amount of $666,500.00, to the original agreement, to allow for final engineering design for the first phase of the overall construction project.  Phase I involved roadway and intersection improvements along the Old Potash Highway corridor from Webb Road to North Road. 

On March 10, 2020, via Resolution No. 2020-62, City Council approved Amendment No. 2 in the amount of $746,000.00, to the original agreement, to include right-of-way and easement acquisitions, as well as bidding phase services for the initial phase of the overall construction project.

On December 22, 2020, via Resolution No. 2020-343, City Council approved Amendment No. 3 in the amount of $799,775.00, to the original agreement, to finalize the Claude Road corridor concept, acquire final right-of-way, and include the last phase of construction observation, utility relocation construction phase services, and project closeout.

On May 26, 2020, via Resolution No. 2020-122, City Council approved the construction bid award of Starostka Group Unlimited, Inc. of Grand Island, Nebraska in the amount of $10,530,764.77.

On October 27, 2020, via Resolution No. 2020-271, City Council approved Change Order No. 1, at no additional cost, to allow Starostka Group Unlimited, Inc. to utilize the City owned property at 3505 W Old Potash Highway as a staging area during construction of the project. 

On April 13, 2021, via Resolution No. 2021-79, City Council approved Change Order No, 2 in the amount of $859,508.64, to the original contract, to make adjustments related to the relocation of a CenturyLink duct bank and disposal of poor soils with property subgrade brought in to construct pavement properly.

On December 14, 2021, via Resolution No. 2021-349, City Council approved Change Order No. 3 in the amount of $515,026.74, to the original contract, to rectify quantities on several bid items, in addition to necessary work during the course of construction and restoration.

On September 12, 2023, via Resolution No. 2023-218, Grand Island City Council approved the Certificate of Final Completion for Old Potash Highway Roadway Improvements; Project No. 2019-P-1 in the total amount of $16,305,662.65.
