Central Nebraska Regional Airport Sanitary Sewer Collection System Rehabilitation; Project No. 2017-S-4

The Central Nebraska Regional Airport Collection System originated with the Army Air Corp Base built during World War II. It consists of approximately 24,900 linear feet of sanitary sewer. 

On February 14, 2017, via Resolution No. 2017-33, City Council approved an agreement with HDR Engineering, Inc. of Omaha, Nebraska in the amount of $35,550.00 for engineering services related to the Central Nebraska Regional Airport Sanitary Sewer Collection System Rehabilitation; Project No. 2017-S-4.  This first phase of services included infrastructure evaluation, environmental records review, interviews, and development of a master plan.

On May 12, 2020, via Resolution No. 2020-117, City Council approved Amendment No. 1 with HDR Engineering, Inc. in the amount of $267,000.00 to address final design of a new lift station, collection system, force main, rehabilitation of a portion of the existing gravity sewer, as well as the abandonment of the existing system.  

On October 12, 2021, via Resolution No. 2021-277, City Council approved Amendment No. 2, to the original agreement, in the amount of $369,900.00 to address construction phase services, as well as inspection and material testing.

On August 22, 2023, via Resolution No. 2023-201, City Council approved Amendment No. 3, to the original agreement, in the amount of $16,401.00 to address additional construction phase services due to project completion extension with the contractor.

On August 24, 2021, via Resolution No. 2021-211, City Council approved Interlocal Agreement for Infrastructure Rehabilitation and Transfer of Ownership between the City, Hall County, and the Central Nebraska Regional Airport (CNRA) (under the jurisdiction and control of the Hall County Airport Authority) to share the  cost of rehabilitating the CNRA sewer system through installation of new sewer mains, lift stations, and related facilities.

On November 9, 2021, via Resolution No. 2021-321, City Council approved the construction bid award of S.J. Louis Construction, Inc. of Rockville, Minnesota in the amount of $6,130,000.00.

On May 24, 2022, via Resolution No. 2022-139, City Council approved Change Order No. 1 with S.J. Louis Construction, Inc., in the amount of $64,994.50, to address the need for additional 10" PVC sanitary sewer pipe to make future expansion less disruptive and not as close to the proposed lift station, the addition of several manholes due to a condition in the field that was not discovered during design, and the option of using high early concrete pavement repair that would allow the pavement to be driven on sooner.

On July 26, 2022, via Resolution No. 2022-188, City Council approved Change Order No. 2 with S.J. Louis Construction, Inc., in the amount of $133,907.22, to allow removal and replacement of storm sewer pipe, as the deteriorated condition prevents the reinstallation of such; removal and reinstallation of security fencing in accordance with Airport Authority requirements; and additional work necessary to remove and replace existing pavement which is in excess of 8-inches in thickness.

On March 14, 2023, via Resolution No. 2023-62, City Council approved Changed Order No. 3 with S.J. Louis Construction, Inc., in the amount of $924,778.89, to address multiple issues encountered during construction.  Most of the need for these changes stem from the airport infrastructure being very old and that the existing infrastructure was not documented correctly.  Due to this fact, the majority of the items in this change order could not be properly verified or discovered until excavation occurred. 

On January 23, 2024, via Resolution No. 2024-23, City Council approved the Certificate of Final Completion for Central Nebraska Regional Airport Sanitary Sewer Collection System Rehabilitation; Project No. 2017-S-4, in the total amount of $8,109,525.67.
