The City of Grand Island began evaluation of the Five Points Intersection in 2016.  The evaluation included roadway geometrics, lane configuration and signal operations.  The City of Grand Island was awarded federal-aid safety funds, made available through NDOT, for the Five Point Intersection Improvement Project in 2017. 

On January 23, 2018, via Resolution No. 2018-21, City Council approved a program agreement for the City's share of $565,300.00 with NDOT for the Five Points Intersection Improvement Project. 

On April 27, 2021, via Resolution No. 2021-97, City Council approved Supplemental No. 1 to the program agreement with NDOT. which increased the funding cap originally established from $1,700,000.00 to $2,640,000.00.  The funding split remains at 80% federal Highway Safety Improvement Project (HSIP) and 20% match from the Local Public Agency.

On October 9, 2018, via Resolution No. 2018-291, City Council approved the PE and NEPA services agreement with Olsson Associates in the amount of $361,475.00 for the Five Points Intersection Improvement Project.  This agreement is to begin the preliminary engineering and environmental  evaluation. 

On January 28, 2020, via Resolution No. 2020-28, City Council approved Amendment No. 1 to the agreement with Olsson, Inc. in the amount of $21,600.00.  Such amendment allowed for subsurface investigation to assess the presence of contamination in soil and determine mitigation.

On October 11, 2022, via Resolution No. 2022-285, City Council approved the concurrence of bid award to The Diamond Engineering Company of Grand Island, Nebraska in the amount of $2,929,887.08 for the construction of Five Points intersection improvements.

The current cost estimate of this project is $4,256,244.01, with the City of  Grand Island share being $1,616,244.01.
