Information for Developers and Builders operating in Grand Island, Nebraska concerning Municipal and State Erosion and Sediment Control (ESC) Permit requirements for:

•  land disturbance activities equal to or greater than one acre

•  land disturbance activities less than one acre that are part of a larger common development

•  OR individual sites less than one acre.

The Stormwater Management Ordinance, Chapter 40 of Municipal Code, was adopted in 2009.  The adoption of this ordinance, which focuses on improving water quality in our area, fulfills a requirement of the City's Stormwater Discharge Permit issued by the Nebraska Department of Environment and Energy (NDEE).  As a designated Phase II municipality, we are required to monitor construction site stormwater management.

Chapter 40 requires all Developers and Builders to obtain an NDEE Stormwater Permit and submit an Erosion and Sediment Control (ESC) Plan for all land disturbance activities equal to or greater than one acre, or for land disturbance activities less than one acre that are part of a larger common development.  Developers and Builders working on a site with less than one acre of land disturbance are required to obtain and submit Individual Site Documents to the City. Failure to obtain permits/submit plans for applicable projects will result in non-compliance at federal, state and local government levels.  It is the City's objective to implement the Stormwater Management Plan in a way that does not delay construction throughout Grand Island.  Developers and Builders should therefore plan ahead when preparing permits that may require an associated ESC Plan.  Please refer to the documents below for information on the ESC Plan application requirements.
