Programming Policies

  • GITV staff and resources are for the use of the City of Grand Island and other government agencies as determined by Mayor and City Council.
  • Programming is at the discretion of the PIO or designee within the priorities, prohibition, inclusions, and purposes of the PEG channels, by authority granted by the City Administrator.
  • Programming shall include government, education, and community related programs but shall not be used as a platform for elected officials or items placed on an election ballot or to persuade opinion on community controversial topics
  • All Federal Communications Commission (FCC) rules and regulations pertaining to governmental PEG television will be followed and adhered to.
  • Review of all content is the responsibility of the PIO or designee and if the content is in question, the City Administrator will make the judgment if the program will be aired.

  • Individuals interested in being featured on a program or providing a third-party production to GITV should contact the PIO with the request. Consideration of third-party submittals are subject to the discretion of the Public Information Division. Staff will take into consideration the following
          
                                 -purpose and priorities of GITV;
                                 -broadcast quality of the materials;
                                 -assessment of the public or viewer interest;
                                 -public informational value of the segment;
                                 -current programming schedule;
                                 -limitations of GITV equipment, facilities, and staffing resources.

  • Once a third-party program or segment has been approved to air on GITV the proper copyrights must be granted to the City of Grand Island and GITV, including an airing expiration date. After proper documentation has been received, the program or segment will be added to the GITV schedule. The number of times the piece will be aired will be based on available airing times and staff and equipment limitations.
  • To request an announcement be placed on Digital Data 180 (community bulletin board), information can be provided to the PIO in an electronic format including a promotional flyer or press release or it can be dropped off at City Hall.  To ensure the broadcast of the announcement it should be received at City Hall or emailed to pio@grand-island.com at least two weeks prior to the event taking place. There is no charge to have an item place on Digital Data 180 but it must meet the policy of GITV.
  • Information submitted for the Community Bulletin Board will be edited where necessary by the staff of the Public Information division to maximize impact, clarity, and efficiency of the message. The amount of time each announcement appears on GITV will be based on the time and space available.
  • Selection and scheduling of PEG channels and Digital Data 180 is the responsibility of the Public Information Division as designated by the priorities in programming outlined in these operation policies.
  • All GITV original productions and videos will be under copyright control of the City of Grand Island.
  • The City of Grand Island in all cases will retain ownership, editorial, and programming control of the items produced by GITV staff.
  • Policies governing GITV will be reviewed on an annual basis or as needed.
