The Capital Avenue- Moores Creek Drainway to North Road Roadway Improvements; Project No. 2020-P-1 is for the improvement of Capital Avenue from the Moores Creek Drainway to the roundabout at North Road.  This section will be a concrete curb and gutter roadway with associated sidewalk, traffic control, drainage and all other related improvements needed to complete the project.

On February 11, 2020, via Resolution No. 2020-40, Grand Island City Council approved an agreement with Olsson, Inc. of Grand Island, Nebraska in the amount of $167,750.00 to provide design and cost estimate engineering consulting services for this project. 

On August 24, 2021, via Resolution No. 2021-206, Grand Island City council approved Amendment No. 1, in the amount of $285,000.00, to the original agreement with Olsson, Inc..  Such amendment will address right-of-way acquisition, construction phase services, utility relocation services, and project closeout.

On October 12, 2021, via Resolution No. 2021-271, Grand Island City council approved the bid award to Elsbury Construction, LLC of Grand Island, Nebraska in the amount of $1,449,756.86.

On April 12, 2022, via Resolution No. 2022-98, City Council approved Change Order No. 1 to the original construction contract with Elsbury Construction, LLC in the amount of $66,374.33 to address water main conflicts within the project.

On September 27, 2022, via Resolution No. 2022-269, City Council approved Change Order No. 2 to the original construction contract with Elsbury Construction, LLC, at no additional cost, due to dry conditions, which have not allowed establishment of the grass seed/sod.   Change Order No. 2 moved the original completion date from October 1, 2022 to November 30, 2022.

On September 12, 2023, via Resolution No.  2023-220, Grand Island City Council approved the Certificate of Final Completion for Capital Avenue- Moores Creek Drainway to North Road Roadway Improvements; Project No. 2020-P-1 in the total amount of $1,993,787.05.
