South Front Street over Sycamore Underpass Rehab; Project No. 2017-U-1
The Sycamore Underpass Project includes complete removal and reconstruction of the South Front Street Bridge and Roadway; reconstruction of the Sycamore Street Frontage Road between 3rd Street and South Front Street; storm sewer construction; removal and replacement of the storm water lift station; underpass retaining wall concrete repair; handrail repair; and water main abandonment.
On February 14, 2017, via Resolution No. 2017-31, City Council approved an agreement with Alfred Benesch & Company of Lincoln, Nebraska in the amount of $70,912.00 for design services of the Sycamore Underpass project.
On August 8, 2017, via Resolution No. 2017-210, City Council approved Amendment No. 1 with Alfred Benesch & Company in the amount of $214,210.00 for the final design phase, resulting in a revised agreement amount of $285,122.00.
On May 22, 2019, via Resolution No. 2018-146, City Council approved Amendment No. 2 with Alfred Benesch & Company in the amount of $214,716.00 to allow for design of the YMCA parking lot (to be used as a staging area) and construction phase services, resulting in a revised agreement amount of $499,838.00.
On November 12, 2019, via Resolution No. 2019-340, City Council approved Amendment No. 3 with Alfred Benesch & Company in the amount of $52,000 to allow for continued construction engineering services, resulting in a revised agreement amount of $551,838.00.
On August 28, 2018, via Resolution No. 2019-339, City Council awarded a construction contract to The Diamond Engineering Company of Grand Island, Nebraska in the amount of $1,794,404.38.
On August 27, 2019, via Resolution No. 2019-258, City Council approved Change Order No. 1 at no cost for the extension of the substantial completion date from August 1, 2019 to November 12, 2019, with final completion extension from September 30, 2019 to January 7, 2020 in order to complete the project.
On November 12, 2019, via Resolution No. 2019-339, City Council approved Change Order No. 2 in the amount of $74,820.00 to allow for additional work necessary to refeed the underpass lighting and install a new electrical service, along with additional concrete repair and lowering of a gas main due to a storm sewer conflict. Change Order No. 2 also addressed the construction delays due to weather conflicts in providing an extension of the substantial completion date from November 12, 2019 to May 1, 2010, with a final completion extension from January 7, 2020 to May 15, 2010, resulting in a revised contract amount of $1,869,224.38.
On February 9, 2021, via Resolution No. 2021-22, Grand Island City Council approved the Certificate of Final Completion for Sycamore Street Underpass Rehabilitation; Project No. 20217-U-1 in the total amount of $2,373,736.43, which includes engineering services, structural observation, structural inspection, lead based paint assessment, and bid solicitation advertising.
