Wastewater Treatment Plant Paving Improvements; Project No. 2020-WWTP-1

Access to the Grand Island Wastewater Treatment Plant required travel down either Swift Road or Museum Drive, both of which were problematic.  Swift Road incurs significant pedestrian and truck traffic sometimes making travel along the roadway slow and hazardous.  Museum Drive, while both less direct and congested, is a graded gravel road whose quality varies with the seasons; most notably, the bridge over the small channel adjacent to the Wastewater Treatment Plant is unable to accommodate the large vehicles that frequent the plant.  Additionally, some of the access roads that crisscross the plant drain poorly which could potentially damage vital wastewater treatment infrastructure.  

This project improved paving and drainage within the plant as well as constructed a new main entrance along Shady Bend Road.  The new entrance features a spacious roundabout which facilitates truck traffic and access to the plant has been improved via the upgrade of an existing dirt access road into a paved, two (2) lane road.  The access along Shady Bend Road reduces the traffic on Swift Road, improving reliability and safety.  In addition to paving, existing perimeter fencing and gates were reconfigured to enclose the property.  Lighting was enhanced and plant groundwater dewatering piping were consolidated into one combined outlet to the adjacent channel.  A small diversion channel improved plant drainage by allowing excess storm water to overflow into the nearby Wood River channel.

On March 10, 2020, via Resolution No. 2020-60, City Council approved an agreement with Olsson, Inc. of Grand Island, Nebraska in the amount of $95,900.00 to provide topographic survey, geotechnical services, environmental investigation, project design, bid phase services, construction observation services and project closeout services for Wastewater Treatment Plant Paving Improvements; Project No. 2020-WWTP-1.

On December 8, 2020, via Resolution No. 2020-323, City Council approved Amendment No. 1, to the original agreement, in the amount of $164,500.00 to include construction engineering & observation services, as well as project closeout.

On November 10, 2020, via Resolution No. 2020-278, City Council awarded Starostka Group Unlimited, Inc. of Grand Island, Nebraska the bid in the amount of $1,656,965.15 for the construction of Wastewater Treatment Plant Paving Improvements; Project No. 2020-WWTP-1.

On April 12, 2022, via Resolution No. 2022-90, City Council approved the Certificate of Final Completion in the total amount of $1,896,952.94.
