Lift Station No. 28 Equalization Tank; Project No. 2022-S-3

Lift Station No. 28 Equalization Tank; Project No. 2022-S-3 is for the construction of a new sanitary sewer pump station and buffer tank that will extend the useful life of existing Lift Station No. 28 by effectively improving its peak capacity.  Lift Station No. 28 is located northeast of the intersection of Husker Highway/James Road.  Based on a 2021 update to the 2014 Wastewater Collection System Master Plan, the pipes directly upstream of Lift Station No. 28 will surcharge in peak capacity events in the near future.  Several options were evaluated to solve this problem, with the most effective treatment being to install an extra pump station and a storage tank to essentially increase peak pump capacity by pumping the additional flow into a storage tank and discharging stored wastewater when downstream system capacity allows.  Along with a new pump station and storage tank, a control system will be required to control operations. 

On October 12, 2021, via Resolution No. 2021-272, City Council approved an agreement with Olsson, Inc. of Grand Island, Nebraska in the amount of $36,700.00 for engineering consulting services.

On January 11, 2022, via Resolution No. 2022-9, City Council approved Amendment No. 1 with Olsson, Inc., in the amount of $98,100.00 to allow for geotechnical investigation, final design, and bidding services.

On June 14, 2022, via Resolution No. 2022-158, City Council approved Amendment No. 2 with Olsson, Inc., in the amount of $108,300.00, to include construction engineering services for such project. 

On July 12, 2022, via Resolution No. 2022-179, City Council approved the construction contract with SKM Turnkey Construction, LLC of Grand Island, Nebraska, in the amount of $2,076,734.37.

On November 22, 2022, via Resolution No. 2022-328, City Council approved Change Order No. 1 with SKM Turnkey Construction, LLC, in the amount of $31,245.07 to rectify quantities and update bid items to implement the addition of an extra pump station, storage tank, control system, and all appurtenances thereto, in order to increase peak pump capacity and avoid future surcharges in the system during peak capacity events.

On December 5, 2023, via Resolution No. 2023-313, City Council approved Change Order No. 2 with SKM Turnkey Construction, LLC, in the amount of $36,999.42, to further rectify quantities.

On January 9, 2024, via Resolution No. 2024-6, City Council approved the Certificate of Final Completion for Lift Station No. 28 Equalization Tank; Project No. 2022-S-3,  in the total amount of $2,386,938.98.
