South Locust Street- Highway 34 to Wood River Diversion Channel Bridge; Project No. 2023-P-9

This project is for the improvement of South Locust Street from the intersection of Highway 34 to the north end of the Wood River Diversion channel bridge.  The Public Works Department is proposing a new concrete curb and gutter roadway section in areas that are experiencing failure.  It is anticipated that there are subgrade issues, which will be evaluated. 

On October 10, 2023, via Resolution No. 2023-256, City Council approved entering into an agreement with Olsson, Inc. of Grand Island, Nebraska in the amount of $149,200.00 for South Locust Street Paving Improvements- Highway 34 to Wood River Diversion Bridge; Project No. 2023-P-9.

On April 9, 2024, via Resolution No. 2024-98, City Council approved Amendment No. 1 to the original agreement with Olsson, Inc., in the amount of  $135,000.00, for a revised agreement amount of $284,200.00.

On March 12, 2024, via Resolution No. 2024-73, City Council approved the bid award to Elsbury Construction, LLC of Grand Island, Nebraska in the amount of $2,626,321.60. 

On June 25, 2024, via Resolution No. 2024-148, City Council approved Change Order No. 1 to the original contract with Elsbury Construction, LLC in the amount of $149,381.90, resulting in a revised contract amount of $2,775,703.50. Such change order allowed for removal and replacement of unsuitable subgrade material, as well as temporary access roads.

On January 14, 2025, via Resolution No. 2025-3, City Council approved Change Order No. 2 to the original contract with Elsbury Construction, LLC in the amount of $16,063.84, resulting in a revised contract amount of $2,791,767.34. Such change order allowed for the repair of curb inlets and a deduction for striping done by the Street Division, as well as rectifying quantities.
