Stormwater Management Plan
OVERVIEW
Polluted stormwater runoff is commonly transported through Municipal Separate Storm Sewer Systems (MS4s) and then discharged ā untreated - into local water bodies. To prevent harmful pollutants from entering an MS4, municipalities are required by the EPA to obtain a permit from the National Pollutant Discharge Elimination System (NPDES) and develop a stormwater management plan.
The City of Grand Island was issued an NPDES permit (NER300010) in 2006 and has been continually working towards the goal of fully implementing the Stormwater Management Plan (SWMP). Our SWMP is designed to be updated as needed to improve effectiveness; our permit requires that staff review and update our SWMP and all Supporting Documents annually. Programs developed under the SWMP focus on meeting federal and state regulatory requirements while creating measurable, reachable goals and outcomes in pollutant reduction. Our current stormwater permit was issued by the NDEE effective June 29, 2017 through June 30, 2022; it has been administratively extended.
The Stormwater Management Plan primarily focuses on the education of the local community. We believe that regular people can make a difference and we feel that nobody intentionally pollutes our waterways. By informing all citizens - from industries and developers to school age children - of simple changes they can make in their daily routines, we feel that each person can be a good steward to the environment and improve its quality for future generations.

The City is required to submit annual reports to the Nebraska Department of Environment and Energy (NDEE) on how stormwater in the community is being managed. These reports are public information and are available upon request. Our permit requires that our SWMP is evaluated on these 6 Minimum Control Measures (MCMs):
