Work Zone/Temporary Traffic Control
The Manual on Uniform Traffic Control Devices (MUTCD) is the national standard for work zone traffic control. Part 6 of the MUTCD provides guidance for the proper installation and maintenance of Temporary Traffic Control (TTC) in zones for construction, maintenance, utility and incident activities. The primary benefit of uniformity and compliance with MUTCD standards for TTC is safety; both for workers within the TTC zone and for road users traveling through or around TTC zones.
The City of Grand Island is taking steps to improve work zone safety on our public streets. Ordinance No. 9289 was passed by the City Council February 8, 2011 in an effort to require companies performing work within public right of way to install and maintain TTC in accordance with the standards of the MUTCD. Key components of the ordinance include the following.
Approval of permits may be contingent upon evidence of capability to provide, install and maintain TTC in accordance with the MUTCD
The Director of Public Work or their representative shall have authority to direct corrective action of non-compliant TTC
If TTC is in place longer than 4 hours and unattended, telephone numbers of personnel responsible for installation shall be provided to the Public Works Director
If TTC is left unattended, inspections shall be performed twice during the day and once during the night every 24 hours by the personnel responsible for installationOrdinance No. 9289 - Temporary Traffic Control (TTC)
